The project involved total site re-development of a County park located over an abandoned landfill.  Sensitive clearing of the 28.5 acre site was performed in an urban environment.  The project included road widening and signalization along State Route 96, some of which was also located over the landfill site.  Due to the project location, installation of the underground utilities required on-site monitoring and environmental safety protocols.

The project included extensive earthwork (100,000 tons +), retrofitted underground utilities, a low density polyethylene cap, construction of a new Park & Ride lot with associated heavy duty access roads and a BMX bicycle track.  All phases of the work involved construction adaptations designed to effectively cap the old landfill.  The project was uniquely multi-jurisdictional, involving funding and oversight from Snohomish Co. Public Works, Snohomish Co. Solid Waste, Washington State Dept. of Ecology, Community Transit, the Wash. State Dept. of Transportation and the City of Everett.

The discovery of a buried liquid petroleum waste dump under the site threatened to stop the project and delay completion for at least one year.  Wilder’s internal ability to propose and price a cost effective in-situ treatment for the buried liquids enabled Snohomish Co. to continue the work while maintaining the original completion date.  It was noted that virtually no other regional company could have performed the necessary work in-house, within the frame work of the existing contract and with the blessing of the state Dept. of Ecology.  The project received the Washington Quality Initiative Award for 1997 due to the ability of the County and Wilder to take the “partnering” concept to a new level and finish the project in spite of the challenges encountered.

Wilder was responsible for the entire sitework package and self-performed all of the earthwork, domestic utilities (water, storm, sanitary), internal road building, finish grading and hot mix asphalt paving.  Wilder also self-performed the in-situ solidification of the liquid petroleum dump.
